Texas Groundwater 101

Texas Water Development Board’s Deputy Executive Administrator of Water Science and Conservation, John Dupnik, will provide a practical overview of groundwater in Texas, including the major aquifers that supply water to rural communities and cattle operations, how groundwater is managed under Texas law through the Rule of Capture and local groundwater conservation districts, and how the Texas Water Development Board fits into the broader conversation by providing data, modeling, planning, and technical support to groundwater conservation districts. This session is designed to give cattle producers and landowners a clear understanding of how science, policy, and local control intersect and what that means for the long-term stewardship and availability of groundwater across the state.
